Im attempting to start adding texture to my work
and I don't know
 rolling mill or a hydraulic press
pros and cons

I probably should have added
the question. as well as adding texture
there are tasks each one performs similarly is that correct ?
say if I wanted to do mokume gane
does one have advantages over the other

Hydraulic for deeper impressions or making multiples of a model. Rolling mill for embossing sheet metal before fabricating your pro0ject.

For the Mokume Gane, if you are making the metal your self you will need the rolling mill to make the sheet. The leaves on this pin are an imitation Mokume made by soldering sheets of different metals together. Then rolled out, and cut in half and restacked and soldered again and then rolled to the final thickness.  They are not from a forged billet. I would guess you are buying the ready made sheet.
