No Jade specialist here but I do have a friend who is a jade dealer and carver.  I purchased some Polar Jade from him and the "flame" in the Polar mine material is a much brighter Green than the surrounding Jade.  I am sure Jade like Agates tend to get sellers and consumers that see something that is similar and throw the popular name on it.  I see moss all the time that gets labeled Horse Canyon even if it is in Nodules which Horse Canyon has never had.

One reason that I would be much less inclined to believe that this is 'Polar Jade', is that it is from my dad's collection, which dates from the 60s/70s/80s.  I don't think that  would be the right time frame for Polar jade to be sold to relatively 'normal' rockhounds, even at places like Quartzite, etc.  IIRC, the Polar jade finds were early 2000s...?
