The most apt description would be a breccia. Breccia refers to the angular cracked pattern of the rough. Breccias can be caused by earth motions or by the motion of high pressure hydrothermal fluids  forcing through the rocks. Breccias are often the repository of metals carried in those fluids. As the fluids attack rock they lose heat forcing dissolved metal out of solution into the rock.The key to breccia formation is the initial brittle nature of the rock , it must shatter and high silica rocks such as jaspers are brittle and form breccias commonly.It looks like that rock may have been a chert, a sedimentary jasper.In volcanic areas there are many opportunities for silica gels and siliceous muds to form breccias and cherts.

Looks like what happened when my ex wife tried to bake a cake.

Try shining a UV lamp on it in the dark.

The UV light didnt do much but make the white glow but for the red part it didnt do anything.
But the UV light is fun to check things out. Im thinking about going rock-hounding at night when i go camping.  :LOLOL:
